'International banking has been one of the major growth industries of the last two decades. New financial centres have sprung up during this period and any bank which has any pretensions or ambitions for growth can no longer afford to operate just within its home country. We, as a firm with many banking clients globally, felt there was a need for an internal manual so as to keep ourselves up to date with accountig requirements for banks thoughout the world. When the publishers of Euromoney approached us to write such a book for them, we readily agreed to undertake this task because we could appreciate the problems that bankers and investors have in making a proper appraisal of the accounts of banks which are prepared under the many differing laws and practices existing around the world.

We set about this task by asking each of our offices in the major financial centres of the world to write a chapter setting out the laws, regulations and best accounting practice concerning the preparation of financial statements of banks in their own country. Each country has found it necessary, because of the importance of bnaking to its economy, to set up a supervisory regime to ensure taht banks conduct their business in a prudent manner, and therefore keep the confidence of their depositors, and that the banks observe the monetary requirements of the government's economic policy. The supervisory authorities' reporting requirements impact on a bank's accounts and therefore we considered it essential to broaden the scope of the book so as to give details of the supervisory authorities and the obligations they impose on banks to provide information to them. Details are also given of the ability of a foreign bank to operate in another country and the necessary approvals it must obtain before it commences business.'
