Contemporary local governance in Britain comprises a complex network of organizations working in partnership to formulate policies to address local needs and issues. ROBERT LEACH is Principal Lecturer in Government at Leeds Business School, Leeds Metropolitan University. He is a co-author of Local Government and Thatcherism, author of British Political Ideologies and a contributor to a number of other books. JANIE PERCY SMITH is Principal Lecturer in the Policy Research Institute, Leeds Metropolitan University where she is engaged in a wide range of research relating to local governance, community development and policy evaluation.
